The Obstacles to Preventing Global Warming

One of the major obstacles in preventing global warming is that the problem is in fact a global issue, hence the term global warming. As such, in order to come up with an effective plan for preventing global warming it would require each and every country around the world to invest significant effort into the prevention. Unfortunately, global warming prevention efforts are not a priority to many countries, and subsequently, not on their agendas.
If the major countries in North America including the United States, Mexico, and Canada were to take a significant stand and implement proactive measures to prevent global warming, but the entirety of, say, Western Europe decided to ignore the issue and contribute to its proliferation, then there will simply be no preventing global warming. Therein lies the real problem: significant populations and countries of the earth do not prioritize the issue of global warming, or even acknowledge it as a serious environmental concern. Countries opting to take measures preventing global warming will be undermined and rendered ineffectual by those who continue to ignore it.
To draw an analogy, the vast majority of people throughout the world consider the "sport" of clubbing seals to death to be utterly barbaric and repulsive. The origins of clubbing seals dates back to the time when seals were a legitimate source of food in areas where food sources were especially rare. However, the killing of seals continues today in Canada for no apparent reason other than for the sport and hobby of it. Quite simply, those who participate in this activity refuse to listen to the world's outcries over there continued animal brutality. Preventing global warming is not different in the sense that it will require a concentrated effort from all countries, which is not likely to happen.
Recently, North Korea, within days of conducting a test of their atomic bomb, issued direct threats of using nuclear weapons attacks on the United States, South Korea, and Japan. Clearly a country's government like this who appears to not be concerned about killing innocent civilians, is also not concerned about plutonium fallout releasing into the atmosphere which would invariably kill hundreds of thousands of more people. So what do you think the odds are of a nation such as North Korea helping with the cause of preventing global warming?
